Severance--- BS

I was layed off in July and the "severance package" is bull I never got a cent, I wrote and called everyone and they say that in Jan they will tell me "if" I will receive it or not. Why did they offer it if they're not going to give it. Why did they make the paperwork and ask for my signature. I'm a single mom and this has made my situation so difficult.
